An admin cares about placement order because the OS enumerates network and storage interfaces in this sequence, and boot firmware relies on a predictable order to find the iSCSI boot NIC. For example, if a server fails to PXE/iSCSI boot after a service profile change, an admin would check whether this order value shifted, moving the iSCSI vNIC to a different enumeration slot than the boot policy expects.
