What is cucsVnicBootIpPolicyPolicyOwner?

This read-only CucsPolicyPolicyOwner value indicates who owns and controls changes to this Boot IP Policy instance's policy — for example whether it is managed locally in UCS Manager or by an external policy-owning entity. This matters operationally because an admin who edits a Boot IP Policy instance whose policyOwner isn't 'local' may find their change gets overwritten the next time the owning system reasserts its policy. For a Boot IP Policy on service profile 'SP-ESX07' that draws its boot-time IP from the pool 'iSCSI-Boot-Pool', checking this OID before editing the policy tells the admin whether their change through UCS Manager will actually stick or be reverted.
