An admin checks this to know whether they can edit this policy directly here or must change it at its actual source higher up in the hierarchy. For example, a PolicyOwner value pointing to a non-local source tells an admin that editing this log export policy in this organization won't take effect — the change has to be made where the policy actually lives.
