What is cucsSwUlanPolicyOwner?
This reports the policyOwner of the Ulan instance, identifying whether it is managed locally by this UCSM instance or by an upstream policy manager such as UCS Central. An admin needs this before editing a Ulan, because policies owned by an external manager cannot be modified locally and must instead be changed at the source. For example, an admin who cannot save a change to a Ulan would check this field first to see if UCS Central, not the local UCSM, actually owns that policy.
