This OID is the timestamp recorded for the current state of this local disk's FSM task. This timestamp lets an admin calculate how long the task has been in its current state, which is useful for spotting a task that is stuck rather than simply slow. If this timestamp has not updated in an unusually long time while the task still shows in-progress, an admin would suspect the FSM is hung rather than genuinely still working.
