An admin checks this to confirm a newly created or edited login account for an external storage array has actually taken effect, rather than being stuck mid-configuration. If cucsStorageEpUserConfigState shows a non-stable value shortly after an admin updates the account's password, that signals UCSM is still pushing the change and the login may not yet work.
