This is the operational state of a rack server's power group membership, typed CucsPowerMemberState, showing whether that rack unit is actively participating in the power group's shared budget or in some other operational condition. An admin checks OperState when a rack server seems to be drawing power outside expected group behavior, to see whether UCS Manager still considers it a normal, active member. For example, an OperState other than the normal active value on a rack unit would explain why it isn't being throttled or budgeted the same way as its healthy group peers.
