This OID is the Relative Name of a RefReq object, the naming fragment that distinguishes one policy-reference-resolution record from its sibling RefReq records under the same parent. An admin or management tool appends this RN to the parent object's DN to reconstruct the RefReq's own DN, which is how UCS Manager keeps multiple simultaneous policy-reference lookups from being confused with one another. If two service profiles are both resolving different named policies at the same moment, each gets its own RefReq child with a distinct RN so their in-progress resolutions stay separately trackable.
