This OID is a TruthValue flag stating whether policy scope applies recursively to sub-organizations beneath the level where it is defined. An admin checks this flag to know whether changing the policy at a parent org will automatically affect child orgs, or whether each child needs its own separate scope entry. For example, cucsPolicyPolicyScopeRecursive set to true explains why a policy defined at the root organization is also observed taking effect on servers several levels down in a sub-organization.
