An admin relies on this DN to tell apart one EpFsm instance from every sibling instance sharing the same class, because it is the fuller record of a single certificate-related FSM execution, beyond the flattened current-state fields on the endpoint itself. For the FSM instance UCS Manager created when a keyring regeneration was kicked off, this DN is what an SNMP-based inventory tool would follow to walk straight to that one EpFsm instance's other properties instead of guessing which same-named object in the tree it came from.
