An admin checks this timestamp to know when the underlying workflow actually finished, rather than relying on wall-clock guesses or log timestamps that may be in a different time zone. For example, if a change was made in the evening and this timestamp shows completion only the next morning, that gap by itself flags that the ImportRootFsm workflow stalled and needs investigation.
