The completionTime records the timestamp at which the FSM that tracks a license instance's activation/deactivation transitions finished running, letting an admin see exactly when a license operation completed relative to other events in the UCS Manager fault/event log. A value like '2026-08-09T22:14:03' would tell an admin the license activation FSM wrapped up moments before a downstream feature became usable.
