What is cucsLicenseFileOperState?

The MIB's DESCRIPTION for cucsLicenseFileOperState is only the auto-generated stub 'Cisco UCS license:File:operState managed object property', but the 'operState' property name together with its CucsLicenseFileState type tell us this column, on an uploaded UCS license file, holds the operState as UCS Manager's data model defines it, exposed here as a read-only SNMP value (read-only). The operState reports whether that uploaded license file installed cleanly onto the fabric interconnect, using the CucsLicenseFileState enumeration — this is the first thing an admin checks after uploading a license file to confirm Cisco UCS Manager actually accepted and applied it. A healthy upload reports something like 'added', while a corrupted or mismatched-host-ID file reports a failure state and the file never activates any features.
