What is cucsLicenseDownloaderFsmStageOrder?
This Gauge32 gives the sequence number of this stage within the overall ordered list of stages the license-download workflow executes. An admin uses this to know where in the overall sequence a given stage sits, so a failure at order=2 out of 4 total stages tells you the workflow got roughly halfway through before stopping. A stage with order=1 is always the first one attempted when this download workflow starts.
