What is cucsLicenseDownloaderFsmFsmStatus?
This enumerated field reports the overall stage status (such as in-progress, success, or failed-with-retry) of this license-download FSM instance as a whole. This is the roll-up an admin checks first to know if the whole download-and-install workflow succeeded, before drilling into individual DownloaderFsmStage entries to see exactly which step had trouble along the way. A value of 'failed' here sends the admin to inspect the individual stages for the specific one that failed.
