What is cucsLicenseDownloaderAdminState?
This enumerated field is the admin-desired trigger state for this license file downloader job — for example idle versus a value that kicks off the download/transfer. Setting this to a trigger value is literally how an admin (or UCS Manager acting on their behalf) starts the background job for this license file downloader job; leaving it at the default idle state means nothing is scheduled to run. Changing this from 'idle' to 'trigger' begins the download attempt, after which the associated Fsm* fields start reporting real progress.
