An admin who deletes or reconfigures this entry and then sees this field stuck on a transitional value (rather than settling to a stable one) knows the change hasn't actually finished propagating to the hardware yet. For a healthy, fully-applied entry this typically reads 'allocated' (using CucsFsmLifecycle's terms) rather than a pending or removing state.
