What is cucsInitiatorRequestorGrpEpAllocState?

This is allocState on this storage requestor group, tracking whether the storage resources requested collectively by this specific group of requestor endpoints have been allocated. Because the group aggregates several individual requestors, this field lets an admin check allocation status for the whole group at once rather than having to inspect each member requestor separately. A value of 'allocated' means every member of this group has its storage assignment fulfilled; a partial or unallocated state flags that at least one member is still waiting.
