What is cucsImgsecPolicyPolicyLevel?

This is the policyLevel of this Policy (an image-security policy controlling how strictly UCS Manager checks image signatures (e.g. Cisco-signed only vs. permissive) before letting an image be provisioned), a number recording how deep in the org hierarchy the policy that actually applies to this object was defined and resolved from. Because UCS Manager lets policies be defined at org-root and overridden at more specific sub-orgs, this level tells an admin whether the effective policy came from a broad, shared definition or a narrower, more specific one — useful when troubleshooting why one tenant's policy behaves differently from another's. A value of 0 would mean the policy resolved all the way from org-root, while a value of 2 would mean it resolved from a policy defined two sub-organizations down.
