This is the number of times UCS Manager has automatically retried this specific stage after it failed, with a rising count signalling a stage stuck in a retry loop rather than progressing forward. An admin watching this climb on one particular stage, while other stages in the same instance sit untouched, knows exactly which step is the bottleneck. A value stuck incrementing past the normal automatic-retry ceiling would prompt manual intervention on that one stage.
