What is cucsFirmwareRackPowerCapConstraintCheckRunningVer?

This true/false flag controls whether UCS Manager actively verifies a rack server's current BIOS/CIMC versions against this constraint's minimums before applying a power-cap policy, or leaves the minimums advisory only. Set to true, an attempt to power-cap an under-firmware rack server is blocked at policy-application time rather than silently accepted. An admin debugging a rejected power-cap policy push would check this flag alongside the server's actual firmware versions.
