This is what an admin checks to confirm that the explicit FC zones they configured, as opposed to open default zoning, are actually being enforced on this VSAN, since a zoning database can exist without zoning enforcement actually being active. A zoning state of active confirms initiators on this VSAN can only see the targets explicitly zoned to them, while an inactive state would mean all devices can see each other regardless of configured zones.
