In UCS, a VLAN can be defined globally (usable on both fabrics) or scoped locally to just Fabric A or Fabric B, so this field's non-zero value tells an admin that a fault exists on the shared, domain-wide definition of the VLAN rather than one fabric's local copy of it. If the global VLAN 'Prod-200' has an ID conflict flagged at the domain level, this field goes non-zero even before either fabric interconnect's local instance reports a problem.
