What is cucsFabricVlanEpLocale?

This reports the locale (scope) of this VLAN endpoint binding - roughly, whether the binding applies to the external fabric side or the internal server-facing side of the interconnect. UCS separates external (uplink/network) bindings from internal (server backplane) bindings for the same VLAN, so this field lets an admin filter a long list of VLAN endpoints down to just the internal server-facing ones when checking blade connectivity, or just the external ones when checking uplink connectivity. A binding tying VLAN 200 to an uplink port would show locale external, while the binding carrying the same VLAN to a blade's vNIC shows internal.
