What is cucsFabricVlanConfigIssues?
This bitmask/enumeration flags configuration problems detected on this specific VLAN, such as a VLAN ID that overlaps with another VLAN's assigned ID on the same fabric. This is the field UCS Manager actually populates when it can't apply a VLAN because two different VLAN names were both assigned the same numeric ID, so an admin sees this non-empty to explain why the VLAN's operational state is stuck at failed rather than applied. A duplicate assignment of VLAN ID 500 to both 'Prod-500' and 'Test-500' would populate this field with something like vlan-id-in-use.
