A secondary private VLAN is useless without a working link to its primary, so an admin setting up tenant isolation checks this field to confirm the pairing has actually taken effect on the fabric rather than just existing in the configuration database. A community VLAN whose primary-association state shows anything other than associated would mean guest devices on it can't reach the shared uplink they're supposed to reach through the primary.
