What is cucsFabricFcoeSanPcEpOperState?

This enumerated value (CucsNetworkPortOperState/CucsFabricPIoEpOperState-family) reports the current operational state of this member port of the FCoE SAN port-channel — essentially whether it is up, down, or in some intermediate condition right now. This is the single field an admin watches to know whether this member port of the FCoE SAN port-channel is actually passing traffic; a change from 'up' to 'down' or 'failed' on this specific port/port-channel is what would trigger a UCS Manager fault and page the on-call network engineer. For a healthy uplink you would read 'up', while a failed transceiver or unplugged cable would show as 'down' or 'link-down' on this member port of the FCoE SAN port-channel.
