What is cucsFabricEthVlanPcStateQual?

This SnmpAdminString field supplies a short qualifier string elaborating on the overall state reported elsewhere for this VLAN-on-port-channel record. For one VLAN as it is provisioned on a specific Ethernet uplink port-channel (a bundle of physical uplink ports trunked together) on the fabric interconnect, this text exists to give a more specific reason (beyond a bare state code) for why this particular VLAN-to-port-channel association is in whatever state it's in, which matters when several VLANs on the same trunk are in different states for different reasons. This might read something like 'vlan-limit-exceeded' if VLAN 510 could not be added to this trunk because the port-channel had already hit its VLAN capacity.
