Because a single physical uplink issue like a bad SFP can trigger several related faults at once, this rolled-up value lets a dashboard show one problem badge on the port row instead of forcing an admin to open every child fault individually. A nonzero value on Fi-A/1/3 would prompt an admin to drill into the fault log for that port even before checking operState directly.
