This reports the current operational (actual, run-time) state (CucsNetworkPortOperState) of a port-channel that bundles multiple NAS-storage-connectivity (Estc) ports together for one storage target, as opposed to what was administratively requested. When this NAS-storage port-channel's operState disagrees with its adminState — e.g. admin says enabled but oper says down — that mismatch is exactly the signal an admin chases first when a chassis link or storage uplink isn't passing traffic. A value of 'failed' would indicate this endpoint hit an operational fault, separate from any admin-side shutdown.
