This reports the administratively configured (desired) enabled/disabled state (CucsFabricInternalEpAdminState) of one physical internal port that is a member link of a server-facing DCE port-channel to a blade chassis IOM. This is the value an operator actually set for this server-facing port-channel member port by enabling or disabling it in UCS Manager; comparing it against the corresponding operState tells you whether the fabric has caught up with that intent yet. A value of 'enabled' means an admin has turned this port on; 'disabled' would mean someone shut it down deliberately, e.g. for maintenance.
