What is cucsFabricComputeSlotEpLocale?

For this chassis slot's endpoint for whatever blade currently occupies it, locale affects how UCS Manager scopes fault propagation and inventory grouping for this specific link, so two endpoints with the same physical wiring can still be grouped differently if their locale differs.
