This is a boolean reporting whether link speed/duplex auto-negotiation is enabled on this port. For this chassis slot's endpoint for whatever blade currently occupies it, autoNegotiate is exactly the setting to check when two connected devices can't agree on speed and the link either won't come up or negotiates an unexpectedly low speed — a mismatched autoNegotiate setting on the two ends of the same cable is the classic cause. If this reads 'false' while the peer switch port is left on auto, that mismatch alone can leave this link stuck at a fraction of its rated speed.
