An admin sees this climbing on the M-Series slot as an early warning that a workflow step is not succeeding cleanly and is about to hit its retry limit, well before the overall FsmStatus finally flips to failed. A value of 1 on the first attempt of a stage; a value of 3 with the same stage still not progressing suggests it is close to exhausting its retries.
