Because this covers the whole chassis uplink, an admin treats an unlicensed or grace-period state here as more urgent than an individual slot, since it can affect every cartridge in that chassis. A value of 'grace-period' on a chassis uplink means every cartridge in that chassis is running on borrowed licensing time.
