Because this covers the chassis's entire uplink into the fabric interconnect, an admin disabling it here takes every cartridge in that chassis off the network at once, so this field is checked before assuming a chassis-wide outage is a hardware fault. A value of enabled while the chassis is in production; it would read disabled if an admin administratively shut down that chassis's fabric connection, for example during a planned IOM firmware upgrade.
