This reports the administratively configured state — essentially enabled or disabled — that has been set for this cartridge slot (bay), independent of whatever the underlying hardware link is actually doing. Because this applies to the slot as a whole rather than to any cartridge inside it, an admin uses it to tell whether the bay itself was administratively taken out of service (e.g. ahead of planned rack work) versus the cartridge inside simply failing on its own. A value of enabled on a normally operating slot; an admin decommissioning that bay ahead of a chassis reshuffle would see it change to disabled.
