What is cucsFabricCartridgePhEpAdminState?

This reports the administratively configured state — essentially enabled or disabled — that has been set for this compute cartridge's physical port endpoint, independent of whatever the underlying hardware link is actually doing. An admin who has just pulled a cartridge for service, or disabled it from UCS Manager pending replacement, expects to see this flip to disabled on the cartridge's own port endpoint, distinguishing a deliberate action from a genuine link failure reported elsewhere. A value of enabled on a healthy, in-service cartridge's port; a technician taking that cartridge offline for maintenance would see it change to disabled.
