This is the actual, currently-in-effect IP pool name this specific definition is drawing from, as opposed to the admin-configured extIpPoolName. A mismatch between this and extIpPoolName on the same definition row directly explains VMs on this VLAN unexpectedly failing to get addresses or getting addresses from an unintended pool. If extIpPoolName says 'pool-vlan210-prod' but operExtIpPoolName shows a different or empty value, this specific definition isn't actually resolving to the configured pool, and IP assignment for its VMs would fail.
