What is cucsExtvmmVMNetworkDefinitionMaxPorts?
This is the maximum number of ports, i.e. the maximum number of VMs, this specific network definition allows on the port group it generates. Since each port typically corresponds to one VM's virtual NIC connection, this cap on this specific VLAN template is what would cause new VM placements onto this network to fail once the limit is reached, even though the underlying VLAN itself has no such restriction. A maxPorts value of '512' means no more than 512 VMs can simultaneously be attached to the port group generated from this specific definition before further connections are rejected.
