This is a DateAndTime timestamp of when this particular FSM stage record for one stage record of the network-set-push FSM was last modified. Because each stage keeps its own timestamp, this field lets an admin see exactly which stage of that push-FSM stage most recently changed, rather than only knowing the overall FSM has updated at some point. If this timestamp for one stage is hours older than the stages before and after it, that stage is where that push-FSM stage actually stalled.
