What is cucsExtvmmFabricNetworkRefOperState?

This is an enumerated CucsExtvmmRefOperState value giving the operational sync state between a VM network (distributed-switch port group) that UCS pushed into the external VMM for VM-FEX use by VMs's UCS-side definition and what actually exists on the VMM. It's the field an admin checks to know whether that pushed VM network is actually live and usable on the VMM side, or whether the push to the VMM is still pending or has failed. A value of 'applied' means that pushed VM network is confirmed present and usable on the VMM; a value like 'failed-to-apply' would mean VMs still can't actually attach to it.
