What is cucsExtvmmFabricNetworkDefinitionRefOperState?

This is an enumerated CucsExtvmmRefOperState value giving the operational sync state between the UCS-side definition (VLAN/PVLAN and allowed vNIC type) used to generate a FabricNetwork on the VMM's UCS-side definition and what actually exists on the VMM. It's the field an admin checks to know whether that network definition is actually live and usable on the VMM side, or whether the push to the VMM is still pending or has failed. A value of 'applied' means that network definition is confirmed present and usable on the VMM; a value like 'failed-to-apply' would mean VMs still can't actually attach to it.
