What is cucsExtvmmFNDReferencePolicyOwner?

This is an enumerated CucsPolicyPolicyOwner value indicating who controls the policy governing a reference tying a VM-FEX port-profile/network definition pushed from UCS to the network object actually created on the VMM. It tells an admin whether that port-profile reference is locally managed within this UCS domain or is instead controlled centrally (e.g. by UCS Central), which changes where a config change actually needs to be made. A value of 'policy' (local) versus 'central' would tell an admin whether editing that port-profile reference's configuration here in UCS Manager will actually take effect or get overwritten from a central policy source.
