This is a CucsFsmFlags bitmask of internal housekeeping flags UCS Manager sets on one queued task record belonging to the vCenter endpoint's FSM. These bits are consumed by UCS Manager's own workflow engine to track internal bookkeeping for that FSM task (such as whether it has already been dispatched); they aren't meant to be interpreted directly by an admin. In practice this value is mostly useful when compared across polls to confirm that FSM task has actually been picked up for execution rather than left sitting untouched in the queue.
