This is the timestamp of when this set of current transmit statistics was most recently sampled. This timestamp is what an admin checks first when a TxStats value looks stale or suspicious, since a timeCollected far in the past relative to now would explain why the numbers don't reflect recent, real-time interface behavior. A timeCollected several minutes old during an active incident would tell an admin they're looking at a stale snapshot and should not conclude the interface is currently idle based on it.
