This is the port ID reported on the IOM side for this specific member link. This lets an admin confirm that this Fabric-Interconnect-side port and its IOM-side counterpart both agree on which physical port number they think they're talking to, which surfaces a cabling error if the two sides disagree. An FI-side portId of 1 paired with a peerPortId of 3 would indicate this link is physically plugged into the wrong IOM port relative to its expected pairing.
