This Gauge32 identifies the slot of the operational border component — the module housing the uplink port this internal link's traffic currently exits through. It matters on the internal Ethernet link that carries a blade's traffic from the chassis I/O Module up to a Fabric Interconnect over the backplane because it pairs with operBorderPortId to fully identify the uplink hardware in play, which can matter when a chassis has multiple I/O modules or fabric-side line cards. An operBorderSlotId of 8 alongside operBorderPortId 8 on this backplane link together pinpoint the exact uplink module and port currently carrying this link's traffic out of the chassis.
