This is tooLongDeltaMin, the lowest per-interval oversized-frame count recorded for this interface. If that floor is never zero, the oversized-frame condition is continuous on this link rather than sporadic. For example, a min of 5 tells you the problem never fully clears between polls, unlike a min of 0 which would indicate it comes and goes.
