This read-only TruthValue is true only on the single newest row in this interface's rolling historical error-statistics table, letting a script pull out 'the current archived sample' directly by filtering on this flag instead of sorting every row by timestamp. When a monitoring tool wants the latest completed interval's error snapshot for a port without scanning the whole history table, this is the field it checks. As soon as a newer sample is collected for that interface, this flag flips to false on the previously-newest row and true on the new one, so at most one row per interface should ever show true at a time.
